New Mexico Special Session Urged to Release Capital Outlay Funds by Construction Reporter

The $284 million Capital Outlay Bill not passed by the Democratic-controlled Senate after passage from the Republican-controlled House, as schools and senior centers cut.

The New Mexico Legislative session closed in 2015 without passage of the Capital Outlay bill for the first time in four years.  This was due in part to the introduction by the Republican-controlled House of a bill slashing school and senior center construction projects in favor of road projects.

Legislators are calling for a special session to support passage of the bill.

“I hate to see there being no capital outlay at all because I think such a bill would be a good economic driver for New Mexico,” says New Mexico State Representative Deborah Armstrong, a Bernalillo County Democrat.

“I’d be happy to participate in any attempt to move things along that are important,” says Republican Senator John Ryan.

Due to the failure of the bill’s passage, San Juan County would miss out on some $6.2 million in funds for roads, water and capital projects. Santa Fe County is losing out on twice that amount, while Grant County in southern New Mexico came up short at least $450,000.
