For those who are interested in migration, a range of factors determine the location of their future home such as business or employment opportunities, health care, social security, education system, etc. Most importantly, safety is the top priority, that’s why people are prone to emigrate to safe countries and cities with low crime rates.

According to Numbeo, the world’s largest database of user contributed data about cities and countries worldwide, Japan is the safest country in the world with the 87.31 safety index.

The second in the list is Qatar (87.31) and the third Singapore (84.41), followed by the United Arab Emirates (82.51) and Georgia (79,93).

Estonia, Taiwan, Austria, Hong Kong, and Switzerland respectively hold positions from six to ten.

For many, Georgia’s high performance is rather a surprise, however Sam Bayat, founder of Bayat Legal Services which is a Dubai based migration advisory company with a back office in Tbilisi thinks otherwise: “Georgia’s achievements in fight against crime is tremendous, for the past decade and a half the reformed law enforcement agencies managed to almost completely eradicate organized along with petty crime. And the country keeps on that track”.

Ranking from Numbeo differs from the 2018 Global Law and Order report by Gallup. According to Gallup researchers, “Singapore is the safest country in the world with 97 scores, followed by three Nordic states of Norway, Iceland, and Finland with equal 93 scores.”

Surprisingly for everyone, Uzbekistan is sharing the fifth position in the Gallup’s ranking with Hong Kong. The central Asian ex-Soviet country is undeniably beautiful, but not typically known for its safety. Experts speculate that being ruled by an authoritarian government may influence survey responses. “Fear may be an issue,” stated by Jon Clifton from Gallup to CNN Travel. “You see Uzbekistan on the top of that list […] people may not be comfortable giving their real opinion, in fear that confidentiality won’t be kept in the interview.”

The Gallup survey included four simple questions:

“In the city or area where you live, do you have confidence in the local police force?”

“Do you feel safe walking alone at night in the city or area where you live?”

“Within the last 12 months, have you had money or property stolen from you or another household member?”

“Within the past 12 months, have you been assaulted or mugged?” The ranking was evaluated based on the answers on these questions. Interviews were held in 142 countries worldwide.

Researchers from Gallup have not included the Gulf states in their surveys, while there is no data about Uzbekistan in Numbeo rankings. Switzerland and Canada share the sixth position with 90 scores, followed by Indonesia with 89 scores. Denmark, Luxembourg, Slovenia, Austria, China, Netherlands, and Egypt are next with all equal 88 scores. Georgia, Portugal, and Turkmenistan have also high 87 scores.

Gallup researchers have asked citizens about their confidence in local policing, feelings of safety while walking alone and personal experiences of crime. Their report shows that the majority of the world is confident in their local police and feels secure.

Without security, it is impossible to achieve economic and social sustainable development. Both Gallup and Numbeo consider Venezuela as the country with the highest crime rate. Afghanistan, South Sudan, Gabon, Liberia, South Africa, and Mexico are also in the bottom of the Gallup’s rankings. And in Numbeo’s list, which evaluates 117 countries worldwide, Venezuela is joined by Papua New Guinea, Honduras; South Africa, Trinidad And Tobago, Brazil, El Salvador, and Namibia.

According to Numbeo, Abu Dhabi in the UAE is leading the list of 346 safest cities in the world with 88.41 safety index. It is followed by Doha, Qatar and Osaka, Japan with 87.81 and 85.12 safety index respectively. Quebec City, Canada acquired the fourth position with 85.06 index and Singapore is only fifth with 84.88 safety index.

Basel, Tokyo, Dubai, Munich and Eskisehir, Turkey are included in the top ten. It is also remarkable that Tbilisi, capital of Georgia gained 80.06 safety index and has secured the sixteenth position after Zurich, Switzerland.  

As for the bottom of the list, Numbeo reveals that San Pedro Sula, Honduras is the worst city in terms of crime rates in the world. Pietermaritzburg (South Africa), Caracas (Venezuela), Fortaleza (Brazil) and Port Moresby (Papua New Guinea) are also in the bottom of the rankings.

Along with Pietermaritzburg, South African has also three other cities (Johannesburg, Pretoria, and Durban) presented in the worst ten criminal cities in the world.

It has to be kept in mind that Numbeo statistics are not derived from the official data. It evaluates entries from private contributors worldwide. Currently, the site has 377,284 contributors from more than 8500 cities all around the world.

Hence, its methodology is unique and differs from the one used by other sociological surveys or marketing researches. For instance, Gallup researchers relied on commonly adopted sociological techniques, which included findings from more than 148,000 interviews with adults in 142 countries.
