Gregory Finkelson of American Corporate Services Proposes Homeless Reduction Plan to Governor Newsom

Homelessness is a huge problem in the San Francisco Bay Area. Dr. Gregory Finkelson is offering the Governor some innovative ideas to help reduce or solve this problem.

Dr. Gregory Finkelson, President of American Corporate Services, Inc. The letter proposes a plan that could help to reduce the homeless crisis in the Bay Area at little or no cost to the State of California.
Dr. Finkelson has proposed attracting foreign investors to fund one or more projects that would create secure spaces for villages of tiny homes. The City of Seattle has already successfully launched a similar plan. Finkelson’s proposal differs primarily in the source of the funds, eliminating a burden on California taxpayers.
All expenses related to the establishment and maintenance of the tiny-house villages would be financed using funds obtained through the USCIS EB-5 Investment Immigration Visa program. The program offers an opportunity for legal permanent residency in the United States for foreign investors and their families who are willing to invest a minimum of $500,000 each in projects that stimulate the U.S. economy and provide jobs for Americans.
Finkelson’s plan would also include ancillary services, such as medical care, employment placement, and childcare provisions. The goal of the program is not simply to get the homeless off of the streets and into a safer environment, but also to transition them into becoming fully re-integrated into a productive society where their self-worth will flourish, and they can face each day with pride and finish with a sense of accomplishment.
